About the Organisation

The Office of the Custodian of Enemy Property for India (CEPI), under the Ministry of Home Affairs, is a statutory authority established under the Enemy Property Act, 1968. CEPI is responsible for the preservation, management, control, and disposal of properties vested in the Custodian through Government of India notifications issued from 1965 onwards. The Act empowers the Custodian to administer all rights, title, and interests in such enemy properties in accordance with law.

About the Post / Opportunity

CEPI invites applications from qualified and experienced legal professionals for engagement as Senior Legal Consultant and Legal Consultant on a contractual basis. These roles involve litigation management, advisory work, legal drafting, property-related legal review, and operational legal support across multiple field offices.

Roles and Responsibilities

Senior Legal Consultant

• Managing high-stakes litigation under the Enemy Property Act, 1968.
• Drafting pleadings, affidavits, legal opinions, and statutory notices.
• Handling property, revenue, and land-related disputes.
• Coordinating with Government Counsel, State authorities, and District administrations.
• Advising CEPI on legal compliance and risk mitigation.

Legal Consultant

• Preparing legal drafts, reports, notices, and case summaries.
• Supporting litigation management and documentation.
• Conducting legal research, file review, and property record examination.
• Assisting in enforcement actions and coordination with field units.
• Providing day-to-day legal support to Senior Consultants and CEPI officers.

Eligibility

Senior Legal Consultant

• Retired Government Officials:
  • Retired Central / State Government ./ PSU employee at the level of Deputy Secretary or equivalent (from Level-12 of the Pay Matrix) who has worked in either Ministry of Law & Justice or JAG branch of the Armed Forces / CAPFs on legal matters.
• Other Candidates:
  • Bachelor’s Degree in Law (LLB) from a NIRF Top-50 ranked University/Institute. 
  • Advocates/Legal Professionals with 5+ years of experience in legal practice or in the legal department of a reputable private firm/PSU those dealing with Property Law, Revenue Law, and Litigation 
  • Membership of the Bar Council of India

Legal Consultant

• Retired Government Officials:

        Retired Central / State Govt. or PSU employees at the level of Under Secretary or equivalent (Level 11 of Pay Matrix) who have            worked in the Ministry of Law & Justice. the JAG Branch of the Armed Forces, or CAPFs handling legal matters.

• Other Candidates:
  • Bachelor’s Degree in Law (LLB) from a NIRF Top-100 ranked University/Institute.
  • Minimum 2+ years experience in: Advocate / Legal professional with 2+ years of experience in legal practice or the legal department of a reputable private firm / PSU. Specialization in property law, revenue law, and litigation is preferred.
  • Membership of the Bar Council of India

Salary / Perks

In line with the remuneration pattern used across CEPI contractual posts 

• Senior Legal Consultant
  • For non-retired candidates: approx. ₹72,000 per month (equivalent to Pay Level 10 of the Central Government).
  • For retired officers: Last Pay Drawn minus Pension, as per DoPT norms.
• Legal Consultant
  • For non-retired candidates: approx. ₹42,000 per month (equivalent to Pay Level 8 of the Central Government).
  • For retired officers: Last Pay Drawn minus Pension, as per DoPT norms.

No other allowances (accommodation, medical reimbursement, personal staff, etc.) are admissible.
TA/DA for official travel is provided as per entitlement of the analogous post.
