About the Organisation
The Ministry of Mines is a ministry of the Government of India, headquartered at Shastri Bhawan, New Delhi. It is the nodal ministry responsible for the survey and exploration of all minerals (other than natural gas, petroleum, and atomic minerals), and for the formulation and administration of laws and policies relating to mines and mineral development in the country, including administration of the Mines and Minerals (Development and Regulation) Act, 1957 (MMDR Act) in respect of all mines and minerals other than coal and lignite. It oversees the exploration and development of non-ferrous metals and minerals such as aluminium, copper, zinc, lead, gold, and nickel. The Ministry functions through one attached office, one subordinate office, and several Public Sector Undertakings (including Hindustan Copper Limited, NALCO, and MECL) and autonomous bodies operating under its administrative control.

Contractual engagement of Jr. Legal Assistant, initially for a period of one year, extendable on a yearly basis for up to 3 years, subject to performance appraisal and need.

Roles and Responsibilities
a. Tender legal support on issues coming before the Ministry; prepare para-wise comments on all OAs, Writ Petitions, SLPs, and PILs filed against the Ministry, and forward to the concerned Standing Counsel after approval of the Competent Authority, for drafting counter affidavits.
b. Scrutinise counter affidavits received from Counsel with reference to the para-wise comments.
c. Perform other work of legal nature as may be entrusted from time to time.
d. Maintain the list of pending court cases in the Ministry.
e. Monitor pending court cases.
f. Assist and be present in court at the time of hearing.
g. Maintain sound physical/mental health and impeccable integrity.
h. Assist the Ministry in any policy decision/matters as and when required.
i. Deal with Court matters, including cases involving legal issues, for examination and recommendation of appropriate action to the Competent Authority.
j. Perform any other duty as may be assigned from time to time.
Eligibility
- Educational Qualification: Bachelor's in Law from a recognized University and/or Institute in India, duly recognized by the Bar Council of India; must be qualified to be registered as an advocate with the Bar Council of India under the Advocates Act, 1961.
- Experience: Minimum post-qualification experience of 5–7 years, having worked with Government Departments/PSUs and/or High Courts/Supreme Court of India; must have experience in a Court of Law or expertise in legal matters, with sufficient experience handling court matters in a government department. Experience in mining-related matters preferred.
- Skills: Excellent written and oral communication and interpersonal skills; knowledge of computer applications (MS Word, MS Excel, PowerPoint, etc.) essential.
- Age Limit Not more than 40 years as on the closing date of the advertisement/notice.
Salary/Perks
- Monthly consolidated remuneration of ₹65,000/- (fixed).
- No entitlement to Dearness Allowance, Residential Telephone, Transport Facility, Residential Accommodation, Personal Staff, CGHS, Medical Reimbursement, Pension, Gratuity, Conveyance Allowance, House Rent Allowance, or TA, except if required to travel outside Delhi (NCR) for work, actual travel cost and Daily Allowance reimbursed as per Central Government rules for Group B Non-Gazetted officers.
- Eligible for a 5% increment on extension of tenure, subject to certification/recommendation of the Controlling Authority at Joint Secretary level.
- Income tax/other applicable tax deducted at source; TDS Certificate(s) issued.
- No claim to benefit/compensation/absorption/regularization under the Industrial Disputes Act, 1947 or Contract Labour (Regulation & Abolition) Act, 1970.
- Leave 8 days per calendar year; no remuneration for absence beyond 8 days; unavailed leave cannot be carried forward or encashed.
- If a person leaves before completing six months, no experience certificate will be issued.

- Confidentiality subject to the Indian Official Secrets Act, 1923; must not divulge information gathered during engagement; must maintain absolute confidentiality even after termination; shall not represent or advise adversely to the Ministry's interest; barred from representing before any Court of Law within 3 years of removal/termination/completion of tenure, in matters pertaining to the Ministry of Mines.
- Termination The Ministry may terminate the contract with immediate effect, without prior notice, notice pay, or further remuneration, on grounds including unsatisfactory/sub-standard performance; unauthorized absence; lack of honesty/integrity or breach of confidentiality; proven misconduct, negligence, or breach of contract terms. Otherwise, termination requires 30 days' notice or one month's salary in lieu.
- Contract automatically expires at the end of the specified term unless extended in writing; the Competent Authority may decline to renew at its sole discretion, and its evaluation/decision is final and binding.
